I know what you mean. I've passed on promotions before for similar reasons. I haven't been a manager but every manager I've had at my current company has been miserable or at least stressed out.

Would you rather have a lower paying (but still decently paid) job with a short commtue and more time? Or a higher paying job (which could require a long commute and/or relocation) and more money?
